[Rockhounds] Huricane Models

Seems shortsighted for the first two items in the list, but no total
budget figures are given. A 5 million dollar cut in a 200 million
budget is less significant than in a 10 million dollar budget would
be. Ah yes, NOAA's budget is about 6,000 million dollars so those cuts
look rather small in comparison.
