I looked up the UC Cooperative Extension office for San Diego County, and found several people within the Farm and Home Advisor group who should be
helpful in advising you.
Because the state is requiring your response for water use reduction, it seems they should have a sense of obligation to help you achieve the state’s goals. Your property
sounds as if it is especially difficult, and you local garden shop probably isn’t able to help you.
The Extension specialists should have the experience and professional interest to invest some of their time helping you.
