So, some pieces are missing from this article.

Do I correctly infer that there was a layer of volcanic ash rich in 
lithium, then deep groundwater dissolved the lithium and deposited it in 
the layer of shale as it was forming, shale being a sedimentary rock?

Organic debris also went into the making of this shale, so it is full of 
petroleum.   Fracking removes the petroleum and the lithium.

Have I got that right?  Because that article sure didn't explain how we 
got from one paragraph to the next.   It never says what volcanic ash 
has to do with the shale, nor what shale has to do with fracking.   Ey 
yi yi yi!
