[Rockhounds] Changesite-(Y)

This wording from the announcement seems quite strange:

China's Commission on New Minerals, Nomenclature and Classification (CNMNC)
of the International Mineralogical Association (IMA) has classified
Changesite-(Y) as a new mineral.

Is it the IMA’s commission, or is it China’s?
