Let's not get lost in fantasy...
To name some group of beings civilized you need not look for industries...
First you need some degree of intelligence. Then you need a brain that is capable of abstract thinking!!!
>From that follows language and finally a degree of cooperation between individuals that leads to civilization.
Look at orcas that drive schools of fish for the hunt!!! They clearly cooperate and are therefore on their way to become civilized. Do they have a language??? If they do, they are civilized.
I think that during the reign of the dinosaurs, several species had ample time to develop abstract thinking and language... Maybe they had some form of social cohesion like we see in primitive tribal people that live in the Amazon Forest. Who knows? Remnants of such primitive civilisations would most certainly not survive in a way that we could discover.
I believe it would be very anthropocentric of us to discard the possibility that we are the only lifeform to develop abstract thinking! Mind you: dogs understand much of what you say, so they must have at least SOME abstract thoughts!
Cheers
