It sounds like there may have been a translation error. "And rocks" could mean "and fossils". I can't see someone smuggling "rocks" unless they're the white powdery kind.

Article made it sound like it was just petrified wood which may not exactly be the crime of the century if it was some of the more common stuff. Sometimes 'smuggling' comes down to just not getting some paperwork done or doing it incorrectly, it's hard to tell from this simple article though.
